The premier national event on public administration innovation
For over thirty years, FORUM PA has been the stage where the Italian Public Administration shares its progress, engages in debate, and challenges itself. It is not just another fair: it is the place where public executives and officials, mayors, ministers, university researchers, and tech companies sit at the same tables to figure out how to make the State work better. The 2026 edition was held in Rome, in the Metropolitan City of Rome Capital, Lazio, within the Roma Convention Center La Nuvola, designed by Massimiliano Fuksas in the EUR district.
The guiding thread chosen by the organizers for 2026 was "For a PA that generates the future," an invitation to rethink the role of institutions in a context that changes faster than administrations can usually keep up with. At the heart of the debate was the concept of anticipatory governance: using data, predictive analysis, and artificial intelligence not to chase problems, but to foresee them. A theme that deeply affects the daily lives of citizens, from digital services to healthcare, from schools to justice.
The FORUM PA program is structured across several parallel levels, allowing each visitor to build their own path:
Each edition brings top institutional figures to the stage: in 2026, participants included Minister for Public Administration Paolo Zangrillo, Minister of Justice Carlo Nordio, Minister of Environment and Energy Security Gilberto Pichetto Fratin, Minister of University and Research Anna Maria Bernini, Minister Tommaso Foti, and the Mayor of Rome Roberto Gualtieri. Alongside them were academics and researchers like Roberto Poli and Enrico Giovannini, together with more than eighty professors and experts involved in the Academies.
FORUM PA is not reserved for insiders: it is open and free, and anyone interested in understanding how the Italian public administration moves — students, journalists, businesses, associations — can register and follow the proceedings. For those working in the public sector, it is effectively the most dense professional development opportunity of the year, concentrated into three days. For the city of Rome, it is also a moment of international visibility, with European delegations and foreign guests crowding the EUR district at the beginning of summer.
In recent years, attendance has grown sharply: the 2025 edition, hosted at the Palazzo dei Congressi in the EUR district, had already recorded about 11,700 participants across more than 230 events, with over a thousand speakers and a hundred and fifty partners. The move to La Nuvola in 2026 was a direct response to this growth, offering larger spaces and one of the most modern conference structures in Italy.
Hosted for the first time at Fuksas' Nuvola, FORUM PA 2026 brought together central and local administrations, businesses, universities, and research centers in Rome around the idea of a Public Administration capable of anticipating change rather than suffering it. On the two stages of the Arena, six major scenario events alternated, two per day, while the thematic rooms hosted seminars, talks, interviews, and the "FORUM PA Pop" web TV columns. The Academy program was very popular: 42 appointments, over 80 teachers and experts, and 35 total hours of free in-person training with a final certificate for those who pass the test. Alongside the Academies, the workshops experimented with a gamification methodology inspired by escape rooms, with heterogeneous teams called upon to solve collaborative challenges.
